You can try turning off the Steam Cloud and then deleting the files from the saves folder. Then re-enable the Steam Cloud and try to launch the game.

Steam Cloud will either reupload the files to your PC as before or hopefully it will say your files are out of sync and then you just choose use local files. If it doesn't work that way then with Steam Cloud disabled delete your saves, start a game and save it then exit and re-enable the Steam Cloud.

Maybe this way will prompt the Steam Cloud sync and then you just select use local files. I am not sure if either of those methods will work at all or if they work the way I imagine they should, but they are the only things I could think of. After deleting all the saves from within the game one by one and exiting Steam Cloud should record your blank save files into its database.

Make sure you exit the game after deleting all the saves, because if the game crashes Steam Cloud might resync the files. BTW you do not have to play with the Steam Cloud enabled. I don't use it myself because it is annoying having a 5 minute resync everytime I reboot my PC or exit the game or the game crashes.

You can start the game back up instantly after a crash with the Cloud disabled. I had this problem but came across an odd fix online. Apparently when your character name has certain characters in it's name or even possibly a space you can't save the game in the menu.

To fix this open up to console by pressing the tilde key in game, basically the button to the left of your 1 key. Here is the console command: player. Compiled scipt not saved! Hmm that message comes up when you either type in yhe code wrong so make sure you spell everything correctly and make sure your new name is without any special characters fro example: player.
